About the Council
Council Vision, Mission, and Value Statement
Vision
The Homeland Security & Defense Business Council (the Council) promotes the role of industry in achieving the vision and mission for homeland security across both the public and the private sectors in the U.S. and globally. The Council is an international membership organization comprising the senior executives of the users and suppliers of homeland security-related services, technologies, and products who collaborate on homeland security on behalf of the nation's interest.
Mission
The Homeland Security & Defense Business Council's vision is straightforward: to promote the importance of the Private Sector in achieving the vision and mission for homeland security at a national level. To achieve this, we bring together the best leaders in the private and public sector through industry forums and activities that help to advance thought leadership, future policy, and best practices to advance the homeland security of the nation and the American people.
The Council facilitates a dialogue among the federal government agencies responsible for homeland security and defense, the legislative branch, state and local governments, and the private sector to develop innovative solutions and promote the sharing of best practices across organizational boundaries.
To advance the role of Industry, the Council provides opportunities for discussion with senior executives and senior homeland security leaders at the executive branch agencies that share responsibility in the homeland security mission. The Council also informs and educates Members of Congress and their staff about homeland security challenges, technologies, and best practices.
The Council is a non-profit, non-partisan organization representing its Principal members who share primary responsibility for each member company's homeland security-related activities.
Value Statement
The value proposition of the Council is focused on attracting and retaining involvement of the top executives among Council member companies through a series of innovative programs and thought leadership initiatives that advance the progress of both the public and the private sector on behalf of the Nation’s interest. We are committed to ethical business practices and good government principles that will drive results for our key stakeholders. We are a proactive organization that supports sound and effective homeland security policies on behalf of our real client, the United States of America. Council Members have deep institutional knowledge of homeland security solutions, performing in key roles to support the homeland security mission since 2002. Governance
The Council's operational activities are directed and managed by its President and CEO. The President and CEO reports into a nine member Board of Directors. The Council's Board is chaired by Greg Pellegrino, Global Managing Director, Global Public Sector, Deloitte.

In addition, the Council has a Senior Board of Advisors that reports to the Council's President and CEO and to the Board of Directors.

Michelle Mrdeza, former Appropriations Staff Director, for the Subcommittee on Homeland Security, for the House Appropriations Committee (now CEO of MXM Consulting); Greg Rothwell, former Chief Procurement Officer, U.S. Department of Homeland Security (now a Principal at Booz Allen Hamilton); Scott Weber, former Senior Counselor and law partner to Secretary Chertoff (now a Partner with Patton Boggs); David Thomas, Former Chief of Staff for Congresswomen Zoe Lofgen, Committee on Homeland Security (now a principal at Mehlman Vogel Castagnetti); Raj De, Former Counsel, U.S. Senate Committee on Homeland Security and Governmental Affairs (now with Mayer, Brown, Rowe & Maw); and Andy Maner, former Chief Financial Officer and CBP Chief of Staff, U.S. Department of Homeland Security (now CEO and President at ABM, LLC.)
The Council's operational activities are accomplished through the President and CEO's four standing Service Lines. These Service Lines and the Chairmen include:
The Board of Directors and the President and CEO approve and maintain a yearly Strategic Plan and Business Plan that is based on the recommendations of the Principal members through each of the Council's four Service Lines. The Council will work with homeland security officials and Members of Congress and bring together, leaders from the public and private sectors to advance the role of industry in achieving the vision and mission of homeland security. The Council's efforts will be World Class and support our relationship with the Executive Branch and the Hill by demonstrating six key attributes:
